Barroso and Rehn said that after having made progress on other aspects of the debt crisis, including tougher fiscal rules, a second bailout programme for Greece, building up the EU's crisis funds and working on the recapitalisation of its banking system, Europe now needed to put growth enhancing policies at "centre stage."
When inability is exposed, all that is left is rhetoric.
