Confirmation that the EU is beyond the Law

The opening sentence to a column in the federalist EurActiv this morning reads as follows:

The EU executive is considering allowing member states to reinstate some border controls, its president said on Sunday (1 May)

What is the EU executive? I cannot recall this body or individual being defined in any of the Treaties!

The article implies later on, that this is an individual, none other than Commission President Barroso. Yet the Schengen Agreement, whose provisions Barroso claims to have the power to suspend, is an international Treaty covering countries beyond the EU, such as Norway, where Barroso's authority to loot, despoil and plunder, does not run!
