Protocol Number 1 dated 5th October, linked here, defines the future role of National Parliaments as follows:
Article 1. Commission forwards consultation documents -white and green papers and legislative programmes to Parliaments.
Article 2. Commission sends Draft Legislative Acts to the so-called European Parliament and forwarded to National Parliaments
Article 3. National Parliaments may (how very nice of our new unelected leaders to allow our parliaments to do this) send an opinion as to whether the act breaches subsidiarity and proportionality which under Protocol 2 gives them a tiny bit more say in the enforcement of the regulations.
Article 4. Eight weeks must elapse except if classified as urgent, before the act goes to the Secretive Council for enactment. The Commission alone can decide if it is urgent solely by stating their reasons.
Article 5. The agendas and minutes of Council Meetings will be sent to Parliaments but only when considering draft legislation. The main negotiations will therefore certainly be held in different meetings to keep parliaments in the dark.
Article 6. Six months notice will be provided parliaments before the EU uses Article 33 paras 1 & 2. (Article 33 is quoted in full in the post above this).
Article 7, Court of auditors will send their report to national parliaments but no mention that in future these have to be signed off as in order. Therefore the EU reform treaty has no intention of reforming its corrupt accounting practises.
The remaining three articles are waffle.
So there you have it. Neutered National Parliaments, it could hardly be spelled out more clearly. What a ruthless and unprincipled power grab this truly is, contrived by every present leader of the twenty seven member states to rob their own countrymen and women of their democratic birthrights? One presumes these leaders sole intention is to feather their own nests from the effectively tax free system of perks and expenses the EU is so desperate to keep hidden. Watch the future careers of those who have perpetrated this treachery if it actually does goes through! The pay-offs will become obvious!
Will twenty-seven parliaments really have the nerve to pass this legislation for their own extinction, are they really that corrupt themselves?
