Short answer is yes they will.
The long answer is, I watched the whole thing and listened to Brown wriggling with Alan Beiths' question, which you rightly say he did not answer except when pushed.
In typical Brown crap he spluttered meaningless garbage which bore no relevance to the question, but eventually accepted that Wales and Scotland have different decision makers and they choose to ask for it.
He said some garbage about businesses having to have half the money to gain the grants but chose not to say whether English businesses had actually wanted these grants.
The entire line of questioning was a complete farce from start to finish. The Crosby questions alone should have sent him to his doom but again he was let off the hook. HE appointed Crosby AFTER an enquiry had called his banking methods into question. He simply derogates responsibility like leading a country is an effing game of chance.
Regrettably, my one time Conservative Party is no better however so I'd not look for them to plug too many holes. Cameron himself only said last week that he "wants to keep the FSA" despite he's aware of its serious flaws which have partially helped to ruin the entire economy.
