EU Troika rattled by talk of a new bail out for Ireland

The first report appeared in the Irish Examiner this morning, linked here, quoting Willem Buiter of Citi recommending the Irish Government arrange it promptly before interest rates rise and the number of independent EU banks shrink (presumably due to attrition).

This has caused alarm in the EU centre of complete mismanagement  run by Olli Rehn in Brussels as may be read from here.
