Did Maggot Alan Duncan MP learn expense accounts from Bill Clinton pardoned Marc Rich?

The Daily Telegraph turned its Westminster Expenses Sleaze Campaign tonight on the Tories, with the man responsible for their expenses policy, Alan Duncan, coming into the firing line, article here, over his own gardening expense claims. Interestingly the Wikipedia entry for this Shadow Cabinet Cameroon, hints that a mastery for deluxe expenses may well have been learned at the feet of a master of high-powered wheeling and dealing - none less than Marc Rich, pardoned by Bill Clinton in the closing act of his Presidential reign! A quote from the Wikipedia biography - "....from 1982 to 1988 for Marc Rich, working in London and Singapore.[6]"
