Kofi Annan gets it wrong again

Die Welt covers the latest disastrous intervention by the UN Secretary General (another official with a wealthy son, see post below). The article may be read in full from here, from which comes the following obvious truth:

UNIFIL must be more than an observation force scanning the skies for reconnaissance planes while Shi'ite burrowers turn the ground they stand on into a network of explosive warrens. UNIFIL must disarm Hizballah.

Yet Annan believes that Hizballah can't be forced to comply to the terms of UN Resolution 1701. If he imagines that Hizballah can be persuaded by argument he has seriously misjudged the nature of the organisation and its intentions.
